You have a number of wiring errors:-
- Don't join the pin 16s together.
- Iref is on pin 20 not pin 22 as you have it
- Ground is pin 22
- There are no decoupling capacitors on the supply.
- There is no common connection to the anodes of the LEDs.
Ok, thanks for that, it's a great help. I really should invest in a breadboard for this sorta thing, lol. That used to etching pcb's that are already laid out ready.
The common anode connection will be provided seperately from a 12v power supply, there was no part in fritzing for rgb strips so figured rgb led's would do for the layout.
