Help with a 1602 and I2C issue

Greetings;
I have had a 1602 working fine in this project I'm doing. I wanted to simplify the circuit and went with a serial control I2C Board. (See picture).

I'm not having any luck. All I get are blocks on the 1st line. I tried changing the contrast, Nothing. I have downloaded the libraries from https://arduino-info.wikispaces.com/LCD-Blue-I2C and have tried examples.
I have downloaded the different libraries from https://bitbucket.org/fmalpartida/new-liquidcrystal/downloads

I also have 2 identical boards and tried both. I set the address to 0x27, I got these through arrela on amazon.

I get nothing but blocks.
I'm developing on a 16 Hz UNO.

I2C UNO

GND GND
VCC +5
SDA Pin 27
SCL Pin 28

I have a V3 board and have tried SDA/SCL on both sides.

I got nothing. Any help is appreciated, as I don't want to really hardware all the data connections on a 1602. Thanks.

Scroll down to Version 3. Address may be 0x20 to 0x27 depending on jumpers A0, A1 and A2.

Don, I am using Version 3 and tried to readdress. Still nothing.

Simple code taken from the example. I can't even get the backlight to turn on an off.

I'm using LiquidCrystal_V1.2.1 library from https://bitbucket.org/fmalpartida/new-liquidcrystal/downloads

I'm using everything from the Version 3 on the LCD Displays (Blue and YELLOW) with I2C/TWI Interface webpage.

Thanks all. I found the issue with the scanner. I thought it was a fixed address.
