Help with error

Hello first of all I have no clue about programing and I just found out about Arduino like two days ago. With that being said what I am trying to accomplish is very simple. Of course I'm just trying to copy and replicate a project from online. This is the code that I have

digitalWrite(13,LOW);
}

void loop() {
pinMode(13,INPUT);
delay(1);
pinMode(13,OUTPUT);
delay(1);
}

Everytime I try to run it I get this error.

I just have a cable running from Arduino to my phone screen so it can keep tapping/Clicking)

The stray character messages are because there are special characters in the code that the IDE cannot handle. This is often caused when code is copied from a Web page.

Here is a sanitised version that you can copy

void setup()
{
  digitalWrite(13, LOW);
}

void loop()
{
  pinMode(13, INPUT);
  delay(1);
  pinMode(13, OUTPUT);
  delay(1);
}

but it still won't work

The pinMode() needs to go only in setup() to set the mode to set pin 13 to OUTPUT
Replace the pinMode()s in loop() with digitalWrite()s to change the state of the LED
Increase the delay() times to 1000 and experiment later with different values.

What project are you trying to replicate? Perhaps they have a reason for switching the pin rapidly between LOW and 'high impedance' (basically disconnected). That's a way of emulating an Open Collector/Open Drain output.
