Help with FTDI

Hi,

I’m looking to interface my fingerprint scanner with my computer & arduino.
here’s the scanner from spark fun: Fingerprint Scanner - TTL (GT-521F52) - SEN-14585 - SparkFun Electronics

I’ve learnt that a FTDI breakout or cable is required to do so.
However, Im confused on which to use. A FTDI cable or breakout?

Could anyone explain the difference of the 2?

One of them has a piece of wire attached to it (the "cable"), the other one doesn't.
