The laser approach ... Not entirely infeasible
You can buy ten 1mW red lasers for a couple of quid on eBay.
The problem will be ambient light - optical filters? or high frequency modulation as in IR remotes...
And so normal IR tx/rx pairs might be OK - the high directivity of a laser is not necessary.
