HM-10 as iBeacon. RSSI never changes (in the app)

I turned my HM-10 into iBeacon and used a lot of different iBeacon scanner apps (iBeacon & BLE Scanner, BLE Scanner, Locate, Beacon Scanner etc) to locate it. But no matter how big is the distance between the HM-10 and my phone the app always says that the RSSI is -46dBm or -47dBm. Does not matter if the distance is 10 cm on 5 meters, the RSSI stays the same. I am doing everything according to instructions from here http://www.instructables.com/id/make-iBeacon/ . Can someone please tell me why isn`t the RSSI changing? Thanks. Btw I have updated my firmware to V540.

Try reducing the power. See if that makes a difference.

Changing the power does not have any affect. I tried it with my firends iphone...and it worked. So why does it not work with 2016 Samsung J3?
