HM-10 only responds to AT-HELP and AT-PASS

So I bought two HM-10 modules from aliexpress. From what I can see the board looks genuine, and the breakout board that makes it easier to connect to looks to have 3.3v regulators. I tried communicating with the board first to see if it works... AT doesn't make it respond, same with AT+STATE and so on... except when I send it AT+HELP it returns a link to a jnhuamao website.
There I found some PDFs explaining how the board works and how to set it up, but whatever I tried doing the board doesn't respond in any way. The light on the board is constantly blinking, and nothing changes when I give it commands.
The only other thing that works is AT+PASS, which gives me the pin for connecting to the board, but not that matters, since when I try to connect to it with my phone it says that the board rejected the pairing, and the HM-10 writes OK+CONN and a few seconds later OK+LOST.
I was able to "connect" to it with one bluetooth app on my phone called BLE scanner, and that is the only app that managed to see the HM-10 and connect to it out of the 3-4 bluetooth apps that I downloaded. The app couldn't do much tho, just connect to the board.

I already ordered two AT-09 boards about a year ago, which also didn't respond to commands... so I know these boards can be programmed, I just didn't have a 3.3v arduino back then. Is there any way I can bring this board to life without trying to install whole new firmware to it, since it is able to do at least something so maybe there is just something I'm missing.
I'll leave a photo of the board I have in case that helps in any way.

Also has anyone tried installing new firmware to a board like that and made it work?

I figured out that the Arduino IDE was having problems communicating with the board, not sure why some commands worked some didn't tho. I installed some third party app for usb communication called CoolTerm, which can now communicate with the board (if anyone reading this later is going to use that, make sure you turn on Line Mode in options-terminal under the Terminal mode section).
Now I just need to figure out how to set the board up so I can communicate to it with my phone. There are apps I would like to use to send commands to the arduino, but my phone first needs to connect to the board so the option to connect to it in the app would even show up.
