Homemade Arduino Board: Connection/Flashing Failed

I have developed my own board (3,3V system) with an ATmega328P-AU, but I am unable to establish a connection to the microcontroller. Here are the details and the log output from AVRDude:

Failed chip erase: uploading error: exit status 1

I have checked with an oscilloscope that the SCK, MOSI, and RESET pins are working correctly, but MISO does not output any signal. I am also using an external oscillator, but I was unable to measure any signals from it. Please consider that I installed 18pF capacitors (info was taken from datasheet of the oscillator). My board layout is the same as arduino pro mini.

My goal is to flash something onto the new chip, ideally the bootloader.

Does anyone have an idea what might be causing this issue and how to fix it?

Can you provide a schematic of your design. You may have overlooked something that a fresh pair of eyes may catch.
