I really do not understand this.
From a monitoring and control pov possibly an arduino may help BUT.
Heating and temperature control is very simply done with a timer and bimetal thermostat.
For solar heating a simple delta T controller will suffice , they are very easy.
Are commercial controllers that expensive or unreliable ?
Thermal efficiency is mostly dictated by insulation / control of evaporation.
Indoor pools can have a 40 % higher running cost due to humidity control compared with outdoor pools.
They need more complex arrangements generally.

I have an older hot tub that uses a 110v timer to maintain temperature and filter the water. This can be inefficient.
Why is it inefficient.
Surely the timer is set to heat off peak if electric heating.
Or timed for time of use ?
Do you wish to use this pool 24 Hrs a day. ?
Filtration does not generally have to be 24/7 for small pools either.
2 speed pump.
While you are not there it only needs minimal speed for filtration or when heating is applied surely
