How can I make a wireless transmitter using arduino without FCC licence?

I want to make a wireless transmitter so I can send wireless messages to my brother at night. But I want to do it legaly. I have no idea what to do. Can someone tell me what I need or point me in the right direction?

If your brother is in the room next to yours, then there are lots of radio modules that could do this in the license free ISM bands.

You need to explain you project a bit more. How will the quiet buzzer know you sent a message?

So I want to make a project that I can type into the serial monitor:
lcd.print("Hello!");
and it will display Hello! on the lcd in his room and set off a buzzer

Then you are needing to make and complete two projects using Arduinos. One transmitter and one receiver.

Actually a microwatt is all that is needed this project. Just enough to pass through a wall. ANY frequency would be usable. No one would notice and all would be legal.
