Power bank as in USB output? Just connect it to the USB socket.
Just treat the standard USB port on a fully charged power bank the same as you would a standard USB port on a PC or on a laptop computer. Of course, this is for power, it will not provide serial communications.
Most powerbanks turn themselves off if the load being drawn from them is not high enough. Just an Arduino is not going to be enough.

USB as a power source. I want to power the arduino without having to turn my pc on
You can set that in the BIOS. So even when turned off the USB ports are still active.
Or you can just buy a micro USB phone charger.
