i have 4 leds connected to 4 different ports and one common GND, first 2 leds work perfectly fine but once it gets to the third and fourth led, they seem to have low electric current flowing through them...

how come the 3rd and 4th leds emit little light?

The electric company didn't provide quality electronics. The fault has nothing to do with your hardware / software.
