Buy whatever Arduino you can afford, download the free software on a computer of your choice, and start working through the simple examples provided with the development software.

As you don't specify WHAT you want to start, expect readers to make assumptions that are not exactly what you want.
I am new to programming, building, or electronics and would like to get started.
You can do lots with the Arduino Uno. You will need a PC to program it, but the development environment is free and there are lots of examples and tutorials. Although you are on a limited budget it might be worth buying a starter kit as they have little DC motors, servos, LEDs etc. plus instructions. It means you know all the bits will work together and saves the hassle of buying lots of individual parts yourself.
If you have a go at something and run into problems people on the forum will help out as long as you state your problem clearly and follow the rules on posting code etc.
