I saw a remote control car with a camera on social media made with Arduino. The man sent the remote control car to the market and bought something and came back. I want to do this too, but in all the arduino codes I found on the internet, the car was emitting its own wifi signal and you could control it when connected with the phone. But what I want to do is that it goes very far like in the video, so I want to put an old phone on the car and share internet from it and control the car from far away, how can I do that?

IF you want to build a remote controlled car, then BEGIN by making the car and powering the motors that run the wheels. Then begin to design the electronic components to allow you to control the car with a wire connection. When all the works, then replace the wire connection with a remote control of your choice.
Then also look at FPV, gazillions of DIY units out there.
Look harder. Many other possibilities exist, and have been posted.
Or, write your own code!
WIFI is a bidirectional communication system. A WIFI device must be able to send an acknowledgment on occasion, so MUST be able to send as well as receive.
