The flag review interface gives the moderators several options for how the forum software should resolve the flag. In cases where the purpose of a flag is for something innocuous such as to request a maintenance operation on a topic or post (e.g., requesting an automatically closed topic to be reopened so that an update post can be added), we select the "ignore" option which causes the forum software flag to be handled in a way that doesn't in any way negatively impact the account of the creator of the flagged post.

It is fine (and in fact recommended) to raise a flag any time you think action from moderators is needed on a post or topic, whether that action is dealing with abusive behavior or only routine maintenance. The flag queue allows all the moderators to most easily track the task.
