How do you connect Micropython to Portenta H7

Hi I've been reading this article on how to connect Micrtopython to Portenta H7:

and I get stuck on step 2 I don't know where the file is and I also don't know how to run the commands right after I think I got the file but it doesn't do anything. it's the ARDUINO Portenta dfu stable in the Micropython board firmware.
