How does the Amps effect the Arduino itself?

How is using a 9V 2A power supply different from using 9V 10A power supply?

Is it just safer to use the 2A one if I only need to power the arduino?

No different. The Arduino will draw the few tens of milliamps that it needs.

There will be a more impressive spark when you accidentally touch power to ground making wiring changes with the power on tho.

It's not any different unless your project needs more than 2A in which case the 2A supply wouldn't be enough. That rating is the maximum that the supply is capable of supplying. The actual amount that flows out will only be what the electronics involved draw.

What source is not what it taken, both work well with Arduino.
