That driver is meant to drive one stepper motor.
The typical (majority of) stepper drivers will control one stepper motor.
One may control more than one stepper with a driver if precautions are taken. This involves wiring the motors in series or parallel and making adjustments to the driver. Those adjustments are particular for that driver so should be carefully researched
What is it that you wish to accomplish?
I trying to accomplish the syncronized use of steppers to make an autonomous system though, I would like a low amount of drivers for this.
The 3D printer builders often use one driver for multiple stepper motors.

the motors do need to be independently controlled, though there seems not to be any motor driver on amazon the has this capability
So you will need one controller per stepper.
Compare stepper specs to driver specs to get a correct loading.
