At a guess you are trying to convert pulses from your Hall Effect to a voltage.
You could use the following IC, but then this is a Arduino uP forum, so its a strange question you pose.

If you are trying to produce some form of speed controller that uses a Hall Effect switch (its either on or off) to determine the speed, and keep the motor at that speed then this is not what you need.
If your design involves Arduino then like the answers given in posting http://www.arduino.cc/cgi-bin/yabb2/YaBB.pl?num=1276830908, you might need to explain.
If you want the members to help, posting the same question in a different manner is not really going to get you answered any quicker...assumming they answer at all.
