Does anyone know how to configure "MLS Basic Word 5" to communicate force values?
Every system has its own sequence of command/data and how data is packed. Describe yours.

I've used ARINC-429 briefly many years ago when I was involved in an avionics project. In that context, does MLS = Microwave Landing System?
Are you trying to use an Arduino to convert a value - in this case a value in word 5 - from whatever protocol the MLS uses into a word that needs to be transmitted over an ARINC-429 link?
I am also doing an avionic project, in which I have to communicate the aerodynamic forces on the elevator to the user interface in the cockpit. To do this I was instructed to use ARINC 429, but I cannot find how to get the forces from it as it does not have any eqpt ids that measures a force.
What is "it"? In order to measure the force, you need a device that is able to sense it. That could be a new piece of equipment installed in the airframe or a parameter that is available from an existing piece of equipment.
