How to control a ICT Mini Hopper

Model: MH-245GA
Coins: US Quarters
Mode: Hopper
Wiring: Pin 1: 24v DC
Pin 2: Ground (Also ground to Arduino)
Pin 3: 5v DC (Arduino)
Pin 4: Input Pin (Arduino)
Pin 5: Output Pin (Arduino)

Switches: OFF OFF OFF OFF
Dip Switch: NC

Powering On: LED goes from orange to green, Motor runs for a few seconds (filling the hopper possibly)

Problem: When turning Pin 5 to LOW, the motor does turn on (per manual). However, turning Pin 5 to HIGH does not turn it off. The motor continues to run until it runs out of quarters, after which the hopper is empty and the unit LED is blinking red.

Question 1: How do I turn off the motor without turning off the entire unit?

Question 2: On the manual, there is a "Without-CPU" option, is there a way to convert my unit into "without-CPU" option, or do I need to order a unit that comes with that option?

Please post links to the data sheet. Nothing is told about logic levels of that device. Pins here and there.... Please post a wiring diagram. Pen and paper often works well.
