Yes it is highly advisable to power both the 5V and the ground to both ends of the ring.

Those seems strange. Vcc, and In/Out are obvious. Why it has 2 grounds and thus 4 connections instead of the bog standard 3 connections for these kinds of lights I don't know.
I think run Vcc and 2 grounds to each one. Wire is cheap.
