Not 100% sure if I understand what you mean.
Anyway, the banner implies that you can use your Arduino forum account to access the Arduino Cloud.
With the Iot Cloud, you can add your Devices, create Things, add your code and update your devices OTA (over-the-air) remotely.
Check the cheat sheet and getting started guides.
And here you can learn more about OTA.
Please understand that I have no use for the cloud or OTA. I only want to get rid of the banner, without registering or whatever other questionable disclosure of private information.

Remote uploads (OTA) are available starting from the Entry plan.
You can check the plans here.
I have now removed the mention of "remote uploads" from the banner text due to it not being part of the free plan as implied.
