Are you asking for a complete step by step guide or are you just after a few guidelines to get you going ?

We'll have to as there are different methods of measuring gloss, different measures, and methods may also vary between types of material.
That's at least what I remember, it's been a very long time since I've touched the subject.

Here is a discussion of methods:

I would build a black box with a hole in the bottom. Shine a white LED on the hole at an angle of 45° from horizontal. Put photosensors at 30°, 45°, 60°, and 90° from horizontal on the other side of the hole. If the 45° reflection is stronger than the 30°, 60°, or 90° reflection then you have some degree of specular (mirror-like) reflection and the surface is more glossy.

I bet a 3D printer and some Vanta-black paint would come in handy for his project.
