What sort of oscillator?
An IF oscillator?
An audio oscillator?
Arduino only outputs square waves, radio needs sine waves. That's one major problem already.
An oscillator requires amplification to replace circuit losses and a positive feedback mechanism. Don't see any place for an Arduino.

The Arduino could e.g. turn the rotary capacitor for frequency tuning.
Producing square waves is feasible with the timers.
You'll still need an amplifier.
Is the objective to use the Arduino or, to produce a sine wave?
