how to make arduino on breadboard with 3.3 volt voltage regulator instead of 7v

I was following this tutorisl to make arduino uno on breadboard. but i want to run the device with 3.3 volt instead of 7 volt. Can i use the 3.3 voltage regulator in this instead of 7 volt votage regulator, all other remaining same?
And will the life time of device same if this change is done. considering same capacity of battery is used just with differnet voltage?

You mean 3.3volt instead of 5volt.
It is not recommended to run the MCU on a 16Mhz clock if you use a supply voltage less than ~3.85volt.

so if i use 3.8 voltage or greater than that, than i can run the arduino uno on breadboard?
