i need to use LM393 as an encoder to read the speed of a motor , so how do i ?
as hardware , where and how should i place it ?
and what is the program should be written in the arduino?

Apparently you don't care to share such references, nor your ideas on how to apply it to your specific project...
A comparator could be used to clean up the output of an opto-switch, which is one way to read simple encoder
wheels.
Do you have a motor and encoder in mind?
