I think the ICSP header should have the /RESET signal.
The CH340C datasheet (datasheet at Sparkfun) mentions the 10nF at V3. That is okay.
The RXD and TXD seems to be 5V signals when the CH340C is powered with 5V. That is also okay. The leds with the resistors are also okay.
