HT12E Encoder DOUT Voltage?

Hi all. Found this forum while trying to troubleshoot a PCB using the HT12E. I'm trying to determine the voltage that should be present at pin 17 (DOUT) with the chip enabled. It is currently 2.5 volts with a 9.5V supply (VDD). The data sheet seems to suggest it should be .9 VDD and so about 8.5V at pin 17during transmission.

I'd like to eliminate the HT12E as the culprit here but I'm stuck at this pin.

Any one out there know the answer to this one?

Are you measuring this with a multimeter?.
It really needs an oscilloscope on the pin to see the pulse pattern output.

I have used dozens of these chips and most of the problems I have seen were caused by a mismatch between the encoder & decoder oscillator frequencies.
