HTTP GET Request 403 Error when trying to send Arduino RC522 data to mySQL

I ran it from a different server on my network and it didn't work. I've tried to follow the apache conf file guides and phpmyadmin.conf guides, is there anything else that could be wrong? How excatly should those conf files be?
