HTTP Request TO Arduino

I'm using www.parse.com as a database and as a central hub of my project. Whenever i send a text message to a number i bought then twilio (the message service) will send it to Parse and Parse will execute a peace of code.

Through Parse i can execute HTTP requests (POST and GET).

What i want to do is be able to do a HTTP request do either change a variable on my arduino or execute a function.

Ofcourse i have browsed countless hours but all examples seem to only work on LAN, using the local IP adress.

Is there any way to do an HTTP request to my Arduino from outside of my local network ?
