I want to build a room occupancy indicator. Can you tell about a sensor that identifies the human body heat (infrared), PIR sensors changes their status if a person stops moving so they are not suitable for the project.

That is not what I would call expensive. You will struggle to find anything cheaper.
Do you know any other modules or sensors. When it comes to my country every dollar get multiplied by 140 so, it will be a big cost
Anything that is cheaper, will probably not do what you want.
It senses non moving people and where they are. You would not be able to do that with any Chinese specials.
