I wonder why the image was tagged with these names: Luke Kelly, Clint Allen, Jay Jay Bosch, Nigel Marris, Aparajito Chakraborty, David Sirk, Robert MacFarlane, Rick Inman, Jay Oconnell, Sheanette Meyer, Lisa George, Christi Moses, Jacob Tyson, Erik Clark, Guillaume-Tanys Veilleux, Skyler Costa, Jason Christensen, Bobert Somers, RJ Wieler, Kim vance? Really poor quality facial recognition?
Probably so all those folks would get a "you've been tagged in a photo" message from facebook.

Exactly. Facebook wanted people to spent more time on Facebook, so they removed almost all the notifications. You only get an email if someone tags you, so if you're not always idling on the page you will miss things your friends post.
face/image tagging? Sounds lame. My phone has such feature to recognize faces and tag with contacts in my phone. I used it for a bit. Maybe this improves search capability, that is when someone else (stalker etc.) wants to find you!
