i can't upload any code to my Arduino Uno V3

i need some help
i can't upload any code to the Arduino Uno 3
I'm using Arduino IDE 1.8.2
the TX/RX LEDs are not flashing..
this error message shows up every time i try to upload even an empty code..

This report would have more information with
"Show verbose output during compilation"
option enabled in File -> Preferences.

First try "verbose output". You will get much more info. Perhaps it already helps.

If not, check the Port setting in tools menue.
The message "programmer is not responding" tells you that there is no connection between the board and the PC. The reason might be a wrong COMx selection or missing/wrong USB-driver.
