I guess the only remaining question is: Why two controllers ?

A single ‘328 is easily capable of handling two sensors and two servos.
There may be some future benefit with both sensors being ‘aware’ of each other for some as yet undetermined effect... e,g. automating the instant kill LEDs.

I’m guessing the sensors are looking at IR reflection from the eye’s lens? or just some other part of the cheek/eyelid as they move.
Now OP’s challenge is the physical assembly.

I note the guy in the video is using a USB battery pack as previously mentioned, but he separated the parts - I guess to make it flatter / smaller to fit flush in the mask.

good news, and bad news...

BAD NEWS...
the servo trigger idea worked with the IR sensor, just had to solder vcc from the board to vcc on IR for the sensor to get power. however, i wear glasses and need glasses to see clearly or else my eyes would cross, and this IR will NOT detect movement under glasses. it has to be fitted underneath the glasses for it to register, but if i did that, salt water from my eyes leaking from crying or yawns will get to the sensor and perminately damage it... also if this thing ever caught fire with the electronics in it, i would NEVER take it off fast enough as there are already quite a few numbers of flammable materials made with it, like foam, any type of fabric, sealer for the clay teeth/nose, etc. i am pretty picky when it comes to blinking/winking my eyes without using my hands when i wanna do activities, but any hands free way to blink the eyes (since my jaw moves with elastic bands when i move my jaw) requires some type of board to control it and some type of sensor that tracks your eyes (IR, CAMERA) and neither of those work when i need to wear glasses... there's no other options i like because most of them require a timer that blinks every (insert how many seconds you want here) seconds, or having to push a button with one finger or move the fingers to trigger the blink, and i don't like that. i don't want people see me twiddle my thumbs to make me blink, everybody will think i'm a costume or fake character and not a real living thing! it also takes lots of work and makes my muscles sore moving my fingers once every few seconds!

i have decided NOT to have my costume blink, because 1, the electronics don't work as i'd expect, 2, causes more frustration, 3, is more dangerous, and many more reasons!

also, when we first tested the board, the battery holder started smoking, and no movement from servo, connections were correct for the positive and negative, but turns out, MAYBE they were starting to touch but once we re soldered them on better, IT WORKS! we had to solder the vcc to the IR and to the board to get the IR sensor to get power, if we just soldered, input to output, gnd to gnd, no power. what we did was since there were an extra positive and negative spots for power, we soldered the vcc on the board to the vcc on the IR, and now the IR detects obstacles, movement, and lights!

all in all, my costume will still be wonderful without blinks or electronics, and it will be easier and SAFER!

Your reply could be written in 1 sentence: "I didn't know how to do it properly so I made the costume without electronics which I thought would be safer"...

i did know how to do it properly, i just didn't know the IR sensor wouldn't work on a person wearing glasses until i tried it out.

Why does the blink have to be controlled by the blinking of the wearer?
Why not just make them blink randomly?

i want to be able to use both of my hands for regular play/activities that require me to use both hands, and having something track my eye blinks to blink it would work, but not when i'm wearing glasses... i don't want to have one hand push a couple buttons and one hand free because everybody will see the finger movement and think it's fake and not real. it will also tire my finger muscles having to push those buttons once every few (how many you want) seconds.

Program some random timing, you don't need to activate a button to trigger the blink.

i can't do the random timing, because it only does a random blink which gets boring after awhile. i want to also control my eyes and time it to a play or performance to show emotions, and also i wanna wink when i feel like it too, all without using my hands...
