Does COM3 disappear if you disconnect the board. Which board?
Any yellow exclamation marks in Windows device manager when you connect the board?
Does the loopback test work? Only applicable if your board does not use the CH340 TTL-to-USB converter but e.g. 16U2.

Yes.

Pay attention to power requirements; number of LEDs times 60mA.
Limited amount of memory in the Nano. When using the FastLed library, the compiler will warn you when you will get into potential trouble; when using AdaFruit's NeoPixel library it will not.
