People may be more responsive if you included some actual detail.

As I frequently reply on these boards when someone posts a very cagey post like this:
At some stage, you are going to have to front up with requirements for your programmer. You are going to have to say to whoever is dong the job, "I need X" in some detail.
Do that in your initial post. Put that stuff - all the stuff you are going to have to write anyway - in your request for tender. There's no other way for me to judge whether or not I might be interested, and one thing that will put me off is the client being all secretive about what they want. I may work under an NDA in my day job, but not here.
The other thing that will put me off doing a job for someone here is an indication that the client isn't interested in doing any of the thinking that they should be doing - specifying what they want. "I have an idea, and I need help realising it" is not a promising start.
On the other hand, if this is a homework problem then I'm glad to help. Academic fraud helps dilute the value of having a degree, which is good for guys with experience but no sheepskin like me.
