Is there an IC using which I can control two 7 segments. I should be one similar to CD4026. But the second 7 segment should advance by one when the first one completes its 0-9 count.

Just use 2 CD4026 ICs the 1st 4026 is used to clock the 2nd.

That is down to your software, it is not a function of the chip you use to drive the LEDs.
