IDE 1.6.0 and 1.6.1 launch4j error

Using Windows 8.1 ad trying to launch Arduino 1.60 or 1.6.1 IDE, it hangs on start and gives "Launch4j" error. Then IDE starts but hangs whatever you do. Tried to download Java 7u75 and copied it over /java directory and no changes. Arduino_debug shows no output.

Oh, and just saw there is another thread with same problem. Sorry for that.

X64?try to run javacpl.exe. If you can't run jvm x86,you has to install Java x64.

Doesn't help to replace java, hangs. And when the IDE starts after long hang time, it hangs also when opening "tools" menu. Tried disabling bluetooth etc.
