This issue is different from the original one in this thread.
Open device manager in Windows, when your Arduino is not attached. Having the device manager open plug the Arduino in. Tell us, what happens, when you do this. I suspect you get an unkown usb device with yellow exclamation mark.
That means that a suitable driver is missing. But before we go om, what happens when you plug in the USB cable of the Arduino?
