IDE 2.3.2 issue

Whenever I create a new sketch, the "File,Edit,Sketch,Tool, Help" menu is incorporated into the "verify, upload and debug" menu, rendering some parts unavailable and the window cannot be moved. This is accompanied by a popup that says "A setting has changed that requires a restart to take effect, blah, blah. Then a cancel button and restart button appears. If restart is pressed, the menu bar on the current sketch is place in the same situation as above. Sorry, this is the only place I can find to report this issue. Thank You

The two IDE categories are in different subsections of the forum for some reason, that probably did not help

If this behaviour is consistent (100% reproducible) you can report it on github (GitHub - arduino/arduino-ide: Arduino IDE 2.x). It's a known issue but I don't think that anybody has been able to reproduce it consistently; it happens at occasion and the workaround is to close the IDE and open it again; it might take a few attempts before the IDE behaves normal again.

You can search this forum section for the message "a setting has changed"; if I'm not mistaken, some contain an explanation what happens but not why it happens.
