Are you confusing installing libraries with installing boards ?
Hi @flounder. I see you are using an extremely outdated version of Arduino IDE 2.x. Please update to the latest version 2.0.3, which contains a huge number of enhancements and bug fixes compared to 2.0.0-rc3.
Even though, as pointed out already, it seems you may be confusing Boards Manager with Library Manager, regardless Library Manager should not be empty. I believe this is caused by a bug that was fixed in the Arduino IDE 2.0.2 release.
