Are you serious? The iPad uses a closed source operating system. The only way to develop applications for it involve having a Mac, installing XCode, developing an application, paying Apple $100 a year for the privilege of being able to install apps you develop on hardware you bought.
No one does that crap for free. The only reason for building iCrap apps is in the hopes of making money from them. All contrary to the open source concept that Apple doesn't embrace, or even understand.
