Hi, I have installed the IDE for the first time today and it hangs on startup. I get the following in the Powershell:

I'm not a specialist but I think that this line indicates the root cause of your problem.

Are you in a corporate environment where certain applications are blocked from accessing the internet?
Did you set any firewall rules for yourself?

I don't think this is the problem, I think the download happened but it couldn't be applied - I can go to the download address and download the file directly with no problems.

First suggestion: talk to the IT department.

The IDE needs internet access on the first run to download some stuff. The work around would be to use another computer with the same operating system (windows in your case) that can access the internet and the IDE in a working state.

I'm not sure what is exactly needed, it will be at least the directory C:\Users\yourUsername\AppData\Local\Arduino15\packages and possibly C:\Users\bugge\AppData\Local\Arduino15\packages\builtin\tools (just check if it's there with a couple of subdirectories like serial-discovery.

Your company can block based on application. A browser will be allowed, some vague application might be blocked.
