IDE hangs on startup, how to uninstall?

Hi! I have been on and off user of Arduino IDE older version 1.5.1x. I have completed UNO basic projects tutorial. Now I am using a newer laptop Lenovo Yoga 900 with Windows 10 pro.

New version of Arduino IDE v2 rc6 was installed 2 months ago. Installation was smooth, except no com port was setup. I was trying to install library for ESP32 CAM and ESP8266, but not too sure which is the right library for my CAM and Weather station project.

After one month on and off trying. I encounter IDE V2 rc6 hang. Banner screen splash in the mid screen never go away. I can only close the IDE or kill the process.

I tried to uninstall the program directly or using uninstall application, both encounter one problem "Arduino IDE file open" . Check on open file system wide cannot locate the open file. Thus it was not able to uninstall.

Can someone guide me to uninstall this IDE?

Have you tried to close everything that can possibly be related to IDE2.0 in the Windows taskmanager and next uninstall? Below are what I see for IDE 2.0 RC8; there might be a few more, not sure

You might also have success if you reboot your PC and next try to uninstall.
