IDE is always offering an old 'update' to the same card

But I have already updated it. I am using IDE ver 1.68 and I have DUE 1.66 but the IDE is not happy and offers old versions. And I am mean and do not let it have them.

There is an Arduino SAM Boards 1.6.7 available now so that's probably why you're getting the notifications. You can disable them by unchecking File > Preferences > Check for updates on startup.

I see no 1.67. Only ver. from 1.62 to 1.65 are there

But I'm not saying I doubt you because I just encountered the same thing on a different version of the IDE I had installed but I can't reproduce the issue now.

I think it's a bug but I haven't figured out how to reproduce it so if you find out please post it here. I think what I did to fix the issue in the IDE version(1.6.6 I think) where I saw the same thing was to delete package_index.* from the Arduino15 folder and then restart the IDE.
