IDE downloaded Dec 27, as .zip
I am signed into my PC as local admininstrator.
The system will not let me unzipped the download into the "Program Fuiles" fiolder on the C:\ drive.
There is no "INSTALL" option in the download/install process.
If I unzip into DOWNLOADS I cannot copy the result into Program Files.
Control Panel - User accounts shows my account as Local account / Administrator.

Please provide more details about what you mean by "the system will not let me". If you are getting any error or warning messages when you attempt this, then post the full and exact text of those messages.
The ZIP package of Arduino IDE does not have an installer. You simply unzip the downloaded file to any convenient location on your computer and you are done.
so, I cannot install the IDE into the usual C:\ProgramFiles, eh?
You can install it anywhere you like.
Why don't you answer the question which errors / warnings you get?
Which version did you download? 1.8.x? 2.0.3? Nightly build?
Except for the nightly build, there are 3 versions of the IDE for Windows; why did you pick the zip?
