Welcome to the community. 
Right click "arduino.exe"--> propertirs--> compatibility--> change settings for all users--> select the checkbox "Run this program as an administrator".
The issue should be solved. Otherwise delete arduino dump folder & the other arduino folder from "My documents". Then re-unzip arduino ide to desktop. It should work. Otherwise you have to update the java.
