Perhaps a sensor of some kind could measure the diameter of the drum? Then the Arduino could calculate the number of turns required to dispense 10cm of wire/thread/whatever.
It’s a bit unreliable ‘pushing’ the material, unless it’s rigid like stiff wire.
You really want to run it over a tensioned driven idler, and you can be fast accurate and consistent.
