IEC 104 and 61850 with OPTA

I researched some libraries for OPTA that are related to IEC 104 and 61850.

I even found some libraries that reference these IECs, but I'm not sure if they are really compatible with OPTA and if OPTA is in agreement with these means of communication.
Does anyone have information about this? I think this type of content is very important for OPTA, especially since it is a mini PLC.
